Site access and Jira software access

Hi guys, 

What's your simplest answer to the difference between having Site access and having Product access?

Please no links, just your simplest answer.

Product access is termed when the user needs access to atleast one product (Jira or Confluence or JSM).

Site access is termed when whether or not user have access to product, the user is present in Site.
