I'm site admin.
No domains or G Suite were setup for our account.
Read a bunch of the suggestions, however, I believe there were some interface changes
1. Open Managed Accounts - I got the message "You got no managed Users"
2. Admin.Atlassian.com -> User Management -> Users -> UserToBeReactivated ---
--Account Disabled "Contact users org admin (I am admin)
what am I missing?

You will want/need to check what permissions you have carefully because what you are describing is not something that a "Site Admin" can perform, that is an operation that requires an "Organization Admin".
If you are not an organization admin you will need to contact a user that is an Organization Admin for your company.
If your company doesn't have an active user that is an Organization Admin, you may need to contact support for assistance in that case.
