How can I verify and generate a velocity report separately?

Another possibility would be to use parallel sprints - one sprint for each project - in your existing board. This way each sprint will appear separately in the velocity report of Jira showing the velocity for each project.
Also, if you consider the idea of an add-on for Jira, our Great Gadgets includes a Kanban Velocity gadget that uses filters instead of sprints as data source. So if you create a filter for each project and set the align the dates in the gadget you will obtain a kind of velocity chart that displays the amount of story points completed in past time intervals - you will need one gadget for each project.
Another option would be to use the Pivot Table & Pivot Chart gadget offered by the same Great Gadgets app. This gadget can display the amount of completed story points in each sprint split by project, along with the average, which represents the average velocity. This is probably the most convenient option, because you can use it on your existing setup, without any changes.

The native Velocity Chart is based on the content of the associated board.
If you want Velocity Charts for each project, you will have to create a board for each project.
You don't have to use those boards for anything besides viewing their respective Velocity Charts. For the individual boards the information in the board will be the same as for that same project in the three-project board.
