Hi @CathieWilliams - It's a fairly involved process but you can export your Excel file to a CSV file, and then import it to a Jira project - this page outlines the process.
Alternatively if you're using Jira Software Cloud, and your to-do list is very simple, you can copy and paste the entire list to a next-gen Kanban project. The process would look like this:
