Is it possible to show for a single project specific tasks to users based on their groups?
Example, We have users in group Dev, they will only be able to see tasks based on the custom filter "Dev" but without allowing the user to change this to another filter. Users from the group Ops should be able to only see the "Ops" tasks, and so on. Having only one group able to see all the tasks that are coming and going from everyone.
We've been trying many things but without success. Not sure if it's just not possible or we aren't doing it right.

You did not indicate if you are using Jira Cloud (the SaaS solution) or a self-hosted Jira instance? Which is it?
You cannot limit a users ability to create filters to find issues. You can only control which issues they can see.
If you don't want users to see any issues in a given project, you would manage that through the Project's permissions. The method to manage permissions for a project depends on whether you are using Jira Cloud or self-hosted Jira, and if you are using Jira Cloud whether the project(s) you are trying to limit are Company Managed or Team Managed or both.
Issue Security settings again may depend on your hosting type (cloud or self) and the project types if you are in Cloud.
In addition to telling us about your hosting type and project types, can you tell us more about the things you have tried and how they failed to meet your needs?
