Show message before install plugin

Hi,
Is there any possibility to add some dialog on attempt to install the plugin? I need to inform user about list of urls for white listing. I would like to do it before installation.
I guess, if there is a possibility, it must be within atlassian-plugin.xml.
Any suggestions?
