Show Jira filter in Confluence but don't allow users to view the issue details in Jira

We are using datacenter for both confluence and Jira.

Use case:

We want to show external departments a Jira filter in a confluence page so they can simply see just the title summary and a status. We have added the filter and set the permissions on it as public. The project space however has limited permissions.

Problem:

We want the users to be able to see those details we have provided in the filter macro, but right now if they click the summary field it takes them into Jira where they can see all of the content when we add the global browse permission. We don't want this because there may be details in the issue they shouldn't see. When we restrict access then the anonymous user can't see anything in the macro.

Questions:

  1. Is there a way to allow users to see the filter content in Confluence but not grant access in Jira? I would expect they would get the error message you cannot view this content if they try clicking into one of the issues.
  2. If this is not possible are there any other valid solutions?
