Sharing Filters. I can't see that option.

Hi,
We are running a new jira versions (moving from 6.2.7)
I'm trying to create some jira filters to feed public dashboards and confluence pages.
There is no issues to create filters, que question is I Can not set as public.
Click in Details and only can see this:
There is no "edit" permissions option
The old jira instance after select "details" and "edit Permissions" we are able to set as public sharing with everyone.
