Settings option is missing

Hello, I just downloaded Jira Server and I set admin information, then I have been directed to this page, however I can not see the settings option to add a user. I don't want to create or browse existing project, I want to add other users first. 

Settings option supposed to be at the top right corner of the screen.

Where can I access settings without creating a project as an admin?

I have not used server in some time but the missing settings seems odd to me. What do you see if you hit the home icon? What if you proceed with creating a test project?

Home icon redirects to the same page, I created and deleted a dummy project, then dashboard came and I was able to see the settings. But I remember that in this screen there must be a settings option without creating a project.

Seems odd to me as well. I can only assume that this has changed in later versions but just a guess based upon your findings. In any event it sounds like the Settings icon is now present?
