Setting up a PMO

I am looking to establish a PMO to manage the end-to-end PM process from Project Intake through completion. Is there a product I can use to do this? I downloaded Tempo, but cannot find how to establish a new Initiative using it. 

Is there someone who could provide some instruction on how to begin?

@Andy Rosengard we use Jira Service Management for our project intake.  We use Jira to execute the project.  We use Confluence to document the project.  They all tie together to provide a great platform for our PMO to work in.  We have been able to build out all of our processes within these applications.  We also use Tempo Timesheets to track time spent but not to initiate projects.
