Setting Project Workflow

According to JIRA help, there should be a Workflow option under Project Settings menu, but I don't see it. Am I missing something?

Are you on next-gen or classic project? If you're on next-gen projects, the workflows editors are not yet available. It's on Atlassian's roadmap to release the feature sometime this year: https://www.atlassian.com/software/jira/whats-new/next-gen#shipped
