Setting Permissions on a custom field during a workflow step

How do you set the permissions on a custom field on a workflow step

jira.permission.comment=denied 

I have not been able to get the above statement to work on a custom field.

You can't apply properties to custom fields.

Also, permissions apply at a project level, to issues, not to fields.
