Set who can see commment based on group membership

I have need to restrict who can view comments based on what group created the comment and what group is vieing the issue

Must be configurable accross all projects -- work like the issue security setting !!

You can select who can view it while creating the comment (select "Viewable by" option). There is no default way to set it though.

Understood but I need way (pay for new customization) to make sure engineer's do not forget to set the secruity level
