Set issue reporter without account id

I'm using the REST API to create issue via our app.
For one of our customers, using server version: "8.1.1", the '/api/latest/user/assignable/search' command returns bunch of users, but without account id.
So in this case the 'create issue' fails with the error: "Reporter is required"
How can I get the user account id by his email or key properties?
