Hi all,

I need to find a method to open the reporting capabilities to the customer through JIRA.

Customers should be able to see the last two weeks open/closed and updated tickets.

Is there any in-built capability for this requirement in JIRA? 

For example, a customer has bought 40 hours a week of support from us. They would like to see remaining hours in the customer portal if possible - check the possibility of this - tied with enabling time reporting.

there is nothing built in that allows you to expose via browser. Consider an addon or consider doing reports in Confluence and exporting to pdf and emailing.
