Service Account creation

After my IT dept creates an email address as the user for a service account. what steps do i take to link the new service account to an existing project and project board?

You would have to do the same thing as for a regular user, assign a license to the service account, add them to the right groups, and give them project permissions. If you are only using the account for automations and/or API calls you may want to consider using an Atlassian service account instead, they don't require a license and is not tied to a specific person.

I guess that you are talking about Atlassian service accounts. In that case you need to add account to project roles and use it.
