Our Jira SERVER license will expire after 2 weeks, we will not renew the license for this year. So we will continue using Jira SERVER license without support and without updating feature. Then next year we will migrate to the Jira CLOUD license.
The question is: Since we did not renew the license this year and we will migrate to CLOUD next year, will we need to buy a license from scratch next year or will we only pay for the renewal?

After the Server version license expires, you can still use the current version, but you cannot continue to upgrade to the new version.
So, until you choose to fully migrate to the cloud, your server can be charged no more. Cloud needs to be purchased separately.
When you officially have the Cloud paid environment, you can start preparing to migrate from Server.

I checked the yearly cost for Cloud license for Jira Software (for 100 users), it costs $7500, the question is: I have now Server License for Jira Software without support (it is expired so no support), if I need to migrate to Cloud License, will I pay $7500 yearly?
If I don't need support for Cloud license, will I pay nothing?

@Sobhy Admin Atlassian is ending the possibility to "buy once, forever" with the sunsetting of Server hosting.
Both Cloud and Data Center hosting for Jira are subscription services, and you have to pay each year (or each month on Cloud if your billing is set up like that).
