I am new to Jira.
Is there a way to send a question to my reporter or to other team members? Can general questions be sent from my dashboard, and can project related questions be sent while viewing the issues in each project? Or can this only be done by creating an issue within a project? Is this beyond the scope of Jira? Do I need to continue sending text messages?

You can communicate with the Reporter and other team members on specific issues via the Comments on that issue. You can use the mention user functionality to call out individual users who you want to respond. Depending on the Notifications Scheme for the issues and the Notifications settings of each individual, those users would receive an email with a copy of your comment.
The user must also have sufficient permissions in Jira to view that issue in order to receive the email about the Comment.
You mention a user by type in this symbol - @ Then you start typing the user's name. Jira will show you a list of possible matches from among the valid users.
You must have the Global Permission for Browse Users and Groups to use this functionality.

There are not features in Jira for "general" questions to be sent around, separately from documenting them within issues.
