Send out emails directly from JIRA and create and issue to log it.

I understand it is possible to use JIRA and email handler to treat incoming emails and create issue for them, however I wonder if an email can be sent out of JIRA at the same time an issue is created manually ? 

For example, a process requires that a communication be sent out to a client.... The email should also be an issue as the reply from the client will drive the next steps.

Hopefully this can be managed. I was not sure as I did not find anything while I was doing some digging.

Welcome to the Atlassian Community.

Yes, if you enable email notifications Jira will by default send out an email to the reporter, the assignee and any watchers when something is done to an issue. See Configuring email notifications.

Follow-up question can the intended recipient of the email be someone outside the organization, so an external party?

If I create a manual issue, can I add in someone outside my company to receive the issue as a email and reply to it  ?

The answer differs depending on what flavor of Jira you are using. Jira Service Desk allows you to add external customers and they can reply to the email and it will update the ticket, without requiring a license. For Jira Core and Jira Software the external customer has to have an account in order to be able to reply, which would also consume a license.

So, if you are looking to use Jira for customer support or something similar where you interact with an external customer, I would recommend Jira Service Desk.
