I tried to create a rule to summarize each user's current tasks.
The rule finds the tickets I want, but considers the “A” (“To”) field to be empty. However, the test tickets do have a person assigned to them. Do you have any idea what's preventing the e-mail from being sent?

Have you thought about using the Dashboard? Each user can set up a rule to view their tasks across all projects. You can also create a filter for your dashboard to see all users you wish to view their tasks across all projects as well. This would eliminate the need for an email.
