Self hosted server Jira Premium

If I have a server that is self-hosted, can I purchase Jira Premium to work with it?

No. Premium is a Cloud (SAS) only solution.

What do you mean by "work with it"?

As Jack said, Jira Premium is a Cloud solution. Standard and Premium are the subscriptions plans that you can purchase for Jira Cloud. That would be an entirely separate Jira instance from your self-hosted Jira Server instance.

Server does not have subscriptions at all, it works on a licence basis.  

It's very different software to Cloud and has different functionality.
