Seeing a new workflow scheme for each project?

We're seeing a wierd thing happen where it would seem a new workflow scheme is being created for each project.

I'm pretty much the only admin in-house would know how to do this...and I'm not doing it.

Is this a known bug?

Do you use Greenhopper and it's "simplified workflow"?
