Security Level is missing after Update

I had everything set up to set the security level on Issues. After the update a cant find the field security lavel on issues anymore. 

When creating new issues the field is visible

Then after creating it is gone. Where can I find it?

 I had to add it to the project scheme. That solved the problem.
