If you have a Company managed project you can include a condition on the transitions to Done in the workflow(s) that it can only be performed by certain users.
E.g. The condition
“User Is In Any Project Role”
If it is a team managed project, choose Manage Workflow in the board and there you can add a rule to a transition and choose “Restrict who can move an issue”
