Currently I see only Epics and Versions panels in the Scrum board

As others have mentioned, the panels are fixed, and currently, there are only Epics and Versions panels available. If you want something different, you can check the Dashboards, as some gadgets there offer a similar view to the panels you mentioned.
Regarding your second question, in Jira, Epics represent what Features represent in SAFe. There is some confusion with the naming, and there are even plugins made just to change the naming from Epics to Features.
The hierarchy and ideology behind the issues in Jira are as follows:
"Epics" -> "Tasks" -> "Subtasks."
Thus, Epics cannot natively belong to a parent issue (which makes sense, as they are at the top of the hierarchy). However, Epics can contain issues (from multiple projects) like you said, and you can do this by dragging issues (or stories or tasks) from other projects into the Epic in the Epic panel.

No, these panels are predefined and fixed. You cannot add more panels to the board.
The easiest way to add epics to features graphically (which I assume are the level above epics in your issue hierarchy), would be to work from an Advanced Roadmaps Plan, where you can drag epics to the parent issue they should belong to. It is not something you can do from a board.

No there is no option to add panels, you can create quick filters to filter the content of you board.
Your 2nd question, the parent child function to link issues can be used in other issues with the parent field.
