Is there a way to add documents/attachments to the overall Scrum board instead of user stories?

I'm afraid there's no way to do this. 

One trick I've seen is to have a specific "sprint" issue, one for each sprint, that then allows you to attach sprint stuff to it, along with other data you might need.  You could do the same for boards.
