Scroll bar missing

If I enter a JIRA ticket in a Sprint, I can't scroll within the ticket.  I notice the problem on chrome, MS edge.   The problem began suddenly. It will show up suddenly as well sometimes dont understand why?

Looks like a similar findings as seen in this post:

Notice a similar quirk but after clearing the cache or going in incognito seems to resolve my issue. Maybe the same may apply.
