ScriptRunner - Version Synchroniser Listener - what user permissions does this respect?

I'm getting a permission error from the listener stating: 

2016-10-24 15:49:33,576 ERROR [listeners.VersionSynchroniseListener]: You must have global or project administrator rights in order to modify versions.

Can someone tell me which user the listener is executed as? I'm guessing it's the user who triggered the listener by adding the version to the source project, but I'd like confirmation.

It means that a user should have or admin project permission (see project permission schema) or global permission
