Scenario:
We are currently testing Jira online (we already use Jira server in our infrastructure with 25 users) and now we need 2 different Jira, with 10 different accounts and we want to manage it with SSO on Azure.
We have more companies and 3 different domains, in our case one account from "enjoy.ing" domain need to administrate Jira for "nsm-engineering" domain.
Question:
When I try to verify domain enjoying.rs, I see more than 150 users on domain enjoying.rs, from that user we need only 10, or less than 10 for projects. Do we need to pay licenses for all 150 users (when I click on claim accounts, on billing page I can see that we need to pay ~300$)
I tried to implement group acl_atlassian_nsm_jira and put all users that need to have access to that test Jira.
Is it possible to add the same domain on two different Jira?

Answering your first question, you don't need to pay for every user you have in your Azure AD, but only the ones that will be using Jira effectively (With product access under User management).
To define which users should be added in Jira from your Azure AD, I suggest taking a look at the documentation below about Automatic User Provisioning:

As described in step 4 of the documentation:
The Azure AD provisioning service allows you to scope who will be provisioned based on assignment to the application or based on the attributes of the user / group. If you choose to scope who will be provisioned to your app based on assignment, you can use the following steps to assign users and groups to the application. If you choose to scope who will be provisioned based solely on attributes of the user or group, you can use a scoping filter as described here.

About the domain management question, you can absolutely claim the same domain for multiple Cloud sites or Server you have. That being said, when you say that now you need 2 different Jira, are you referring to two sites in Cloud or one site in Cloud and another in Server?
To manage these multiples sites and domains, Jira Cloud has a feature called organization, where you will see all the sites and domains claimed by you (The organization admin). You can take a look at the documentation below to know how you can integrate it with your user provisioning and product access:

Now, if you are using Jira Server and Cloud, you might not have the Organization feature displaying the Server information, but you should be able to claim domains in both applications as well.
