It appears there was a change requiring additional costs / license levels to get the information about maintenance windows. You may read other customer concerns for this change in this community article:

Most of maintenance are 10-15 Minutes, sometimes Longer.

Could you please confirm when the Jira site maintenance issue is expected to be resolved? Currently the site is inaccessible due to maintenance.
