The message you’re seeing indicates that the site is currently under scheduled maintenance. Unfortunately, exact timing for when maintenance will complete isn’t something the Community can visibility into.

First thing: I am just another customer and not an Atlassian employee. With that out of the way...
It appears there was a change requiring additional costs / license levels to get the information about maintenance windows. You may read other customer concerns for this change in this community article:
