We have a JIRA instance with a SAML (SSO) plugin to authenticate users. We are in need to connect to Basecamp. But, for security reasons, local accounts are not permitted. We have tried using third party tools, for example; Zapier, Unito, but, they only accept basic authentication. In that case we will have to create our own API?

We're very familiar with your problem. You could try Resolution's API Token Authentication for Jira, which among other things solves precisely the use case you mention: the lack of local passwords when Jira is under SSO impedes user access to the API.
With API Token Authentication you have a complete token manager to create 1 token per connection so can use Zapier and/or Unito but also Basecamp's integration without ever hardcoding your passwords.
