Rule template and AI not working for closing a Epic(Parent) when all children are done

I have used both the rules template to close a parent when children stories are done as well as using AI which does build a different rule. But none work- any suggestions?

What does not work as expected?

Are the child Stories (presumably of an Epic) in the same project or in different ones?  When they are in different projects, the rule scope (in the details at the top) must be changed by your Jira Site Admin to span the needed projects.

Also, would you please post an image of the audit log details?  That may also help explain what you are observing.  Thanks!
