Rovo unable to create an Automation Flow in studio

When using natural language to create an automation Flow in Studio, Rovo is unable to actually draft the Flow. 

"The automation-create-rule tool isn't something I have direct visibility into as a listed tool in my current toolkit — it's referenced in my internal guidance as a downstream step, but it's not exposed as a callable function in this environment.
