This sounds like a problem with your development team, not an issue with Jira.

Hi, thank you for the quick update. Actually I asked this question to get answer from someone who can identify the role QA must play if there is such a situation ever.
My goal is to get a picture of options QA have to do their part as best as they can in terms of preparedness when faced with this situation. What specific things QA must do to handle this?

The QA team probably needs to be prepared to accept an uneven flow of work coming from the development team until the dev team has got its velocity tracking and estimation right, at which time they'll be able to to be mostly sure the deliverables arrive at by the end of each sprint.
