Role/Permissions to manage addons

Hello,

I am looking for a solution to have permissions to Addons within my company without interfering with other Admin rights such as Create users, Delete Users, etc.

The idea is that whenever a new addon is purchased, I want to be able to enable and configure it for projects without having a long email discussion with out IT department which has the Super Admin role.

You need Jira Admin to manage plugins.  There is no other way.
