Road Map gadget not visible to unauthenticated users

Road Map gadget not visible to unauthenticated users

We have a road map gadget on the system dashboard. But it does not show up unless a user logs in. Neither does the activity stream. We need them to be visible also to unauthenticated users. Like "Created vs. Resolved" gadget — it is always visible. But the "Activity Stream" and the "Road Map" are not. Is it some setting I can tweak to make it appear?
