Ringfence a number of licences to an individual administrator?

We currently have 500 JIRA licences and another area of the business would like to use 40 of these licences.

We have the licences available but would not have the bandwidth to manage user set-ups as well as managing creating projects, workflows etc... Or indeed to ensure that only 40 licences are used and that the number of licences used remains under our control - even if only at a high level.

Is it possible to ringfence or assign Administrator rights to an individual who would then ultimately only have control to a subset of licences (team)

No.  A licence is a licence, there's no concept of ownership or allocations by admins.
