Retrieve Login credentials to be used by a Web panel plugin

Is it possible for a Plugin in Jira to retreive the user credentails (username/password) and use to login into a external application?

Here's what i am trying to do.

Create a simple "Web panel" plugin that will connect to Quality center using the same credentials as the one use by JIRA user to login.

Once i get the username an password i will invoke the QC's REST API to authenticate the user and fetch the relevent project information.
