Restricting number of file uploads

Is there a way to restrict the number of files a user can upload as an attachment in one click while updating an issue?

You cannot restrict the number of attachments the way you want to. You need an app, or a script likely does it. You can configure some advanced settings for zip files, for example. For more details, see Configuring file attachments.
