Restricting Acces to boards

When restricting access to a board, can it be restricted at Project level or is this a global restriction?

Boards don't belong to projects, so no, you can't restrict them by project.

You can change the projects though, so that issues are restricted or even hidden - if a user can't see/edit/an issue because of the project settings, the same occurs on the board.
