Restricted visibility of items to certain users

There are few issues in Project needs restricted view. Can i restrict visibility of these items to certain users without creating security scheme as its a long process in my org .

This restriction should not be role based but individual issue based. I.e  i can select few issues have them restricted to be viewed by selective users.

Not out of the box. That is what security schemes are for. There may be a plugin or scripting way to do it that I'm not aware of.
