I accidentally increased the number of Jira users, but I only use the free account. I have already deleted two users and now have nine. How can I regain access to my account?

Make sure that your plan is on the free plan you will need to downgrade it by following the steps here: https://support.atlassian.com/subscriptions-and-billing/docs/manage-your-bill-for-standard-and-premium-plans/
Even after doing that you may still need Atlassian support. I have escalated this issue to them. Please downgrade the plan and see if it comes back if not they will be able to assist.
