Hello Everyone,
Is there any way that user can link ticket but should not unlink in particular state?
Ex:
Ticket A is in InProgress state and linked with Ticket B
Case 1: User can link new ticket
Case 2: User should not be unlinked the existing ticket.
We need to allow only for linking.
Can we get any jira properties which can restrict only unlinking?

No this is not possible, there is a property to set on a status, in relation to linking, but this provides the option to link or denies it.
This means creating and deleting, there is no specifics to seperate this.
Linking is a single permission which includes adding and removing link relations between issues.
I my opinon it's more a mindset, why are user removing links, I would not remove a linked issues that I have not linked myself.

Natively, Jira doesn't provide separate permissions for creating an issue link and removing an existing issue link. Both operations are controlled by the Link Issues permission.
With ScriptRunner for Jira Cloud, you could potentially use a Script Listener on the Issue Link Deleted event and recreate the link if the issue is in a status where unlinking should not be allowed. But it is not a true prevention of unlinking.
