Restrict moving issues to certain types

I would like to restrict the ability to move issues in my projects to 2 specific types. I know how to use workflow properties to restrict the ability to move - is there a way to use properties to restrict what issues you can move to? Or an add on we can use to restrict this?

No, there is no way to restrict the issue type you can move an issue to.  If someone has "create issue" rights in the target project, they can choose any issue type that is enabled in the project.
