Required fields not functional

I've set some custom fields as required but when going through to create an issue, they're not showing as required and the user can go through without adding any information.

It sounds like you didn't make them required in the field configuration for Bug (or default if bug not separate) or didn't apply the field configuration scheme to the project. Summary is always required
