most likely yes. But your screen schemes do not impact a field to be required or not. They just make a field visible for the issue type(s) using the screens included in the schemes.
A more accurate question would be if it is possible to make a field required for different issue types in your project. If issue types either use a different workflow or a different field configuration in your project, yes you can make a field required for one of them (while they still use the same screens).
With field configurations, you would need a field configuration scheme with 2 different field configurations, making the field required in one and optional in the other. With workflows, your issue types would need to have 2 different workflows where one has a required field validator for the field while the other one doesn't.
