When did you receive the notification that the site was deactivated?
Atlassian will hold the data for a short period of time after deactivation. That may be as little as 14 days, and then the data is permanently deleted.
If you want to get an authoritative answer about whether or not your data can be recovered reach out to the Billing, Licensing, Pricing Support team through this page:

Choose "Your Account" and "Reactivate Subscription" to route your request correctly.
The domain (sakin-dev.atlassian.net) seems to be available for the creation of a new one. Are you sure it is the correct site URL you used ?
