Please take a look to project notification scheme. Probably, reporter get notification on Issue Update event.

Apart from what @Fabio Racobaldo _Catworkx_ mentioned, which would most likely be the no1 reason the receive a notification, check as well Jira Automation for a rule that could send an email, or for a post function within the workflow.
