I want report from users that comment or assign issue last week.

The comment can be public and is not necessarily the first or the last one.

How do this task?

Hello,

JQL can return only issues. It can not return to you a list of reporters. That is why you would need a plugin to accomplish your task. For example, Power Scripts or ScriptRunner.
